How does the UFI creation and PCN notification service work?
After purchasing this service, you will receive access to the secure portal. This portal contains an overview of all steps. You fill in your product details and we will get to work.
Poison Center Notification & UFI
We will provide:
- Your product’s Unique Formula Identifier (UFI)
- A Poison Centre Notification (PCN) report
- Registration of your product with the relevant national Poison Centres via ECHA.
Countries for PCN registration
You can count the number of countries in which you want to register your product. This is the number of countries you need to purchase. You will be able to select the specific countries within the portal. If you plan to expand the sales of your products to new countries at a later date, then you can always order additional PCN country registrations.
The EU has 27 countries and the EEA has 30 (EU+Lichtenstein, Norway and Iceland) In the portal you can select these countries:
Belgium | (BE) | Spain | (ES) | Hungary | (HU) | Slovakia | (SK) |
Bulgaria | (BG) | France | (FR) | Malta | (MT) | Finland | (FI) |
Czechia | (CZ) | Croatia | (HR) | Netherlands | (NL) | Sweden | (SE) |

*For Switzerland we can create the PCN dossier, with all the needed information to make a submission in the Swiss portal. Contact us for more information.
CLP Label Information
We offer the option to purchase a CLP compliant product label, containing all mandatory information as required by the EU CLP Regulation. This will be provided as a PDF. This is not a design, but a summery of the required information. This will enable you to integrate the necessary information into your product label design. You can also order the CLP label creation separately. Already have a label? — We can do a CLP label compliance check of your label in accordance with current CLP requirements. We will provide detailed feedback and corrections to ensure your label meets all regulatory standards.
Poison Centre Notification for Glass/Window/Mirror Cleaning Products
Glass, window, and mirror cleaning products, excluding those intended for windscreens, are essential cleaning agents used to maintain cleanliness and clarity on reflective surfaces. These products often contain chemicals that, if improperly handled or ingested, can pose health risks. To ensure the safety of consumers and emergency responders, manufacturers of these products must submit a Poison Centre Notification (PCN) to the Poison Centre, providing vital safety information, including the chemical composition, potential hazards, and emergency treatment protocols. This registration helps protect public health by ensuring that first responders can act quickly and effectively in case of exposure.
What is a UFI?
A Unique Formula Identifier (UFI) is a unique code given to each specific formulation of a product. It ensures that, in case of an emergency, the exact composition of a glass/window/mirror cleaning product can be identified to help emergency responders provide the correct treatment. For these types of products, the UFI will be crucial for identifying the chemicals involved and assessing the severity of exposure.
What is a PCN?
A Poison Centre Notification (PCN) is a regulatory requirement for manufacturers to submit detailed safety data about a product to the Poison Centre. For glass/window/mirror cleaning products, the PCN includes essential information such as chemical composition, toxicity data, proper labeling instructions, and recommended first aid procedures. The submission of this data ensures that emergency services are well-informed and can manage potential poisoning or accidents effectively.
What is CLP?
CLP stands for Classification, Labelling, and Packaging, and is a set of regulations that govern the way hazardous substances are classified, labeled, and packaged within the European Union. For glass/window/mirror cleaning products, CLP ensures that these products are correctly labeled with hazard symbols, risk phrases, and safety instructions. It provides clear guidance for consumers and emergency responders about how to handle the product safely and what to do in case of accidental exposure.
What is the Poison Centre?
The Poison Centre is a central repository where safety data on hazardous products is stored. It ensures that emergency responders, healthcare professionals, and consumers have easy access to important safety information in case of exposure. By submitting products like glass/window/mirror cleaning agents to the Poison Centre, manufacturers help ensure that prompt and accurate information is available when needed.
Why is This Needed?
Glass/window/mirror cleaning products can contain substances that, if ingested, inhaled, or come into contact with skin or eyes, may cause harm. Therefore, it is crucial to submit a Poison Centre Notification (PCN) to ensure that emergency responders have the necessary information to handle exposure or poisoning incidents. This allows for swift action in preventing further harm and ensuring public safety.
Since When is This by Law Obligatory?
The requirement for submitting a Poison Centre Notification (PCN) for hazardous products, including glass/window/mirror cleaning products, became mandatory as of January 1, 2021. This regulation was implemented to enhance public safety by providing better access to product safety data for emergency responders and healthcare providers.
FAQ
Question: Do glass/window/mirror cleaning products need to be registered with the Poison Centre?
Answer: Yes, glass/window/mirror cleaning products that contain hazardous ingredients must be registered with the Poison Centre. This ensures that emergency responders have immediate access to the relevant safety information in case of exposure.
Question: What is the UFI for glass/window/mirror cleaning products?
Answer: The UFI (Unique Formula Identifier) is a unique code assigned to a specific formulation of a product. For glass/window/mirror cleaning products, it helps emergency services quickly identify the exact chemical composition of the product in case of accidental exposure.
Question: Why is a Poison Centre Notification (PCN) required for glass/window/mirror cleaning products?
Answer: A PCN is required to provide emergency responders with important safety information, such as the chemical composition, potential hazards, and first aid measures. This helps ensure that responders can act quickly and correctly in case of exposure or poisoning.
Question: What role does CLP play in the registration of glass/window/mirror cleaning products?
Answer: CLP ensures that glass/window/mirror cleaning products are classified and labeled according to their hazards. The label provides critical safety information, such as hazard symbols and instructions for safe handling, which is essential for both consumers and emergency responders.
Question: When did the requirement for submitting a PCN for hazardous cleaning products come into effect?
Answer: The requirement for submitting a Poison Centre Notification (PCN) for hazardous products, including glass/window/mirror cleaning products, became law on January 1, 2021.
Question: How long does it take to submit the UFI and PCN notification?
It takes us a few days’ work. As soon as you upload the documentation, we will get started right away.
Question: Am I the owner of the PCN notification?
Yes, you are the owner of the PCN notification. You retain full ownership of the data you provided. The PCN notification will be accessible in your ECHA account.
Question: Is this service for one product or more?
The service is for one product.
Question: Why do I have to pay to create a UFI?
The service we offer is not just about providing a UFI. The UFI is a component within a much more extensive process. The core service we provide is the preparation and submission of your Poison Centre Notification (PCN) to national appointed bodies through ECHA portal, which is a mandatory requirement under the EU CLP Regulation for placing hazardous mixtures on the market. Generating a UFI is simplest part. The PCN report, however, is complex. It demands detailed ingredient review—chemical classifications—formatted precisely for Poison Centre submission via ECHA.
Question: My company is not based in the EU, how can I submit a PCN?
We provide a solution for companies which are not based in the EU. You can find more information on the PCN & UFI for non-EU companies page.
Question: Can you provide Safety Data Sheets in full compliance with EU Regulation (REACH & CLP)?
Yes, we can create Safety Data Sheets (SDS)— also known as Material Safety Data Sheets (MSDS)— tailored to your product and compliant with the latest EU regulations. Whether you are manufacturing chemical mixtures, importing products into the EU, or distributing under a private label, a compliant SDS is legally required and essential for safe use throughout the supply chain. You will find more on the Safety Data Sheet (MSDS/SDS) Creation Service page.
