Inks, toners, and related printing materials contain chemical components that may pose health and environmental risks. These substances can be hazardous if inhaled, ingested, or come into contact with the skin. To ensure safe handling and emergency response in case of exposure, manufacturers and importers must submit a Poison Centre Notification (PCN) for hazardous ink and toner products under EU regulations.

What is a UFI?

The Unique Formula Identifier (UFI) is a 16-character alphanumeric code that links a specific product formulation to its Poison Centre Notification (PCN). It must be included on the product label or safety data sheet (SDS). In the event of an incident, the UFI allows poison centres to quickly identify the product and provide accurate medical advice.

What is a PCN?

A Poison Centre Notification (PCN) is a mandatory submission containing detailed information about a chemical product, including its composition, hazard classification, intended use, and packaging details. This notification is required for any ink or toner classified as hazardous under the EU’s CLP regulation.

What is CLP?

The Classification, Labelling, and Packaging (CLP) regulation ensures that hazardous chemicals are correctly classified and labeled according to their associated risks. Ink and toner products containing hazardous substances must comply with CLP by displaying the appropriate hazard symbols, precautionary statements, and UFI on their labels.

What is the Poison Centre?

The Poison Centre is a network of national organizations that provide emergency medical advice in cases of chemical exposure. By maintaining a database of PCN submissions, poison centres can offer quick and effective assistance when exposure to hazardous inks or toners occurs.

Why is This Needed?

Since When is This by Law Obligatory?

As of January 1, 2021, under Annex VIII of the CLP regulation, all hazardous mixtures, including inks and toners, require a PCN submission before being placed on the EU market.
