Poison Centre Notification for Floor Cleaning Products

Floor cleaning products, including those designed for regular maintenance and unit-dose capsules, are essential for keeping floors clean and hygienic. These products, which exclude those specifically for stone and tile surfaces, often contain chemical substances that could pose risks if mishandled. To comply with EU regulations and enhance consumer safety, manufacturers and distributors must submit a Poison Centre Notification (PCN) for these products when they are classified as hazardous.

What is a UFI?

The Unique Formula Identifier (UFI) is a 16-character alphanumeric code that links a product to its specific chemical formulation. For floor cleaning products, the UFI is crucial for poison centers to quickly identify the product and provide precise guidance during emergencies. The UFI must be clearly printed on the product label, near the hazard and precautionary statements.

What is a PCN?

A Poison Centre Notification (PCN) is a mandatory submission required for hazardous chemical mixtures placed on the EU market. It contains detailed information about the product’s formulation, classification, intended use, and packaging. For floor cleaning products, the PCN ensures poison centers have access to critical data to assist in cases of accidental exposure or misuse.

What is CLP?

The Classification, Labelling, and Packaging (CLP) regulation harmonizes the classification and labeling of chemical products across the EU. Floor cleaning products must comply with CLP requirements by displaying hazard symbols, warning statements, and precautionary measures on the product label to inform users of potential risks.

What is the Poison Centre?

The Poison Centre is a network of national institutions that provide emergency response services for incidents involving hazardous chemical products. By submitting a PCN, manufacturers and distributors ensure that poison centers have the necessary information to respond effectively to incidents involving floor cleaning products.

Why is This Needed?

Floor cleaning products often contain surfactants, solvents, and other chemicals that can cause harm if ingested, inhaled, or come into contact with the skin or eyes. Submitting a PCN ensures that poison centers can provide timely and accurate advice in emergencies, protecting both consumers and medical professionals.

Since When is This by Law Obligatory?

The requirement to submit a PCN for hazardous chemical products has been in effect since January 1, 2021, under the EU CLP regulation. This obligation applies to products intended for consumer, professional, and industrial use.

FAQ

Question: Do all floor cleaning products require a PCN?

Answer: Only floor cleaning products classified as hazardous under the CLP regulation require a PCN. Non-hazardous products are exempt from this requirement.

Question: Where should the UFI be displayed on the label?

Answer: The UFI must be prominently displayed on the product label, typically near the hazard and precautionary statements, to ensure quick identification in emergencies.

Question: What information is included in a PCN for floor cleaning products?

Answer: A PCN includes details about the product’s chemical composition, classification, packaging, intended use, and emergency response measures.

Question: Are unit-dose floor cleaning capsules subject to PCN requirements?

Answer: Yes, if the unit-dose capsules are classified as hazardous under the CLP regulation, a PCN is required.

Question: Who is responsible for submitting a PCN?

Answer: The manufacturer, importer, or distributor placing the product on the EU market is responsible for submitting the PCN.

Question: Are professional-use floor cleaning products included in this regulation?

Answer: Yes, professional-use floor cleaning products that are classified as hazardous are also subject to PCN and CLP requirements.

Question: What are the consequences of not submitting a PCN?

Answer: Failure to comply with PCN requirements can result in fines, product recalls, or restrictions on the sale of the product within the EU.

Question: How long does it take to submit the UFI and PCN notification?

It takes us a few days’ work. As soon as you upload the documentation, we will get started right away.

Question: Am I the owner of the PCN notification?

Yes, you are the owner of the PCN notification. You retain full ownership of the data you provided. The PCN notification will be accessible in your ECHA account.

Question: Is this service for one product or more?

The service is for one product.

Question: Why do I have to pay to create a UFI?

The service we offer is not just about providing a UFI. The UFI is a component within a much more extensive process. The core service we provide is the preparation and submission of your Poison Centre Notification (PCN) to national appointed bodies through ECHA portal, which is a mandatory requirement under the EU CLP Regulation for placing hazardous mixtures on the market. Generating a UFI is simplest part.  The PCN report, however, is complex. It demands detailed ingredient review—chemical classifications—formatted precisely for Poison Centre submission via ECHA.

Question: My company is not based in the EU, how can I submit a PCN?

We provide a solution for companies which are not based in the EU. You can find more information on the PCN & UFI for non-EU companies page.

Question: Can you provide Safety Data Sheets in full compliance with EU Regulation (REACH & CLP)?

Yes, we can create Safety Data Sheets (SDS)— also known as Material Safety Data Sheets (MSDS)— tailored to your product and compliant with the latest EU regulations. Whether you are manufacturing chemical mixtures, importing products into the EU, or distributing under a private label, a compliant SDS is legally required and essential for safe use throughout the supply chain. You will find more on the Safety Data Sheet (MSDS/SDS) Creation Service page.
